Fit-Out in Sharjah: Process, Approvals and Timelines Explained

fit-out in Sharjah

A maintenance permit for a quick refresh, a building permit for a new majlis annex, a developer approval before the pergola goes up and a SEWA sign-off for every new circuit: a guide to fit-out in Sharjah, covering the permits, approvals, site stages and realistic timelines behind a finished home.

A fit-out in Sharjah follows its own route. The emirate's municipality, its utility authority and the developers of its master-planned communities each have a say in what can change and how, and the right path depends on whether the home sits on an independent plot, inside a community such as Aljada or Masaar, or in an apartment tower. Owners who understand that route at the start save weeks of waiting and avoid the penalties and utility problems that follow unpermitted work.

The guide below sets out each approval in turn, then walks through the fit-out on site, the timelines owners can expect and the questions worth asking a fit-out company in the emirate.

Three Starting Points for a Sharjah Fit-Out

Every Sharjah fit-out begins from one of three conditions. An independent villa on its own plot, common across Al Rahmaniya, Al Suyoh, Al Tay and the older districts, answers directly to Sharjah Municipality and SEWA, with the owner managing approvals without a developer in between. A villa or townhouse in a master-planned community such as Aljada, Masaar, Nasma Residences, Al Zahia or Tilal City adds the developer's community management, whose design guidelines govern anything visible from outside. An apartment in Al Khan, Al Majaz, Al Mamsha or on Maryam Island adds the building management's fit-out rules for working hours, lifts and deposits.

The depth of the work matters as much as the setting. A cosmetic refresh of finishes, joinery and lighting follows a light approval path, while new walls, extensions, pools and service changes bring in permits, engineered drawings and inspections.

Sharjah Municipality Permits

Sharjah Municipality regulates building work across the emirate, and two permit routes cover most fit-outs. The property maintenance permit covers repair, painting, rehabilitation and maintenance works on villas and apartments, and the owner obtains it before work begins with a contractor holding a valid Sharjah licence. A standard application carries the site or land map, title deed, original construction permit, architectural plans, the owner's Emirates ID, a signed agreement with the contractor and the contractor's licence, and typically takes around four working days.

For residential villas and buildings up to fifteen years old, an immediate maintenance permit offers a faster online route, typically within about two working days, with a shorter document list. Residential maintenance fees start at around AED 200 plus an inspection fee, and a separate quick-modification service handles amendments to approved drawings.

Larger works follow the building permit route. Extensions, annexes, added floors, structural changes, new openings in load-bearing walls and swimming pools need drawings prepared by a registered engineering consultant, checked against the plot's setbacks, coverage and land use, and approved before construction starts.

Community Approvals in Aljada, Masaar and Beyond

Homes in Arada's communities, including Aljada, Masaar and Nasma Residences, need the developer's community management to approve external changes, pergolas, pools and structural work against its design guidelines before work starts. Interior joinery, wardrobes and light fittings usually need only contractor access arrangements, kitchen upgrades often need the developer's approval and rarely a municipal permit, and internal walls need approval, with a building permit if they are structural.

Pergolas and outdoor kitchens need community approval, with a permit depending on their size and structure, while pools and extensions typically need community approval, a building permit and SEWA approval for their services. Rules vary by sub-community, villa type and plot, and they change over time, so our designers confirm the current guidelines for each property before design begins. Communities generally hold a refundable deposit, returned when the works close out.

Independent Villas: Extensions, Annexes and Majlis Buildings

Owners of independent villas enjoy wide freedom, and many use it to add space. A majlis annex in the garden with its own street entrance, an extra bedroom wing, an enlarged kitchen or an added floor all need a Sharjah Municipality building permit, prepared by a registered engineering consultant and checked against the plot's setbacks and coverage. Added floors need a structural assessment of the existing villa first.

Older villas sometimes carry earlier additions built without approval, and those need regularising before new permits move forward, which can extend the timeline. Homes built under the Sharjah Housing Programme may also carry their own conditions. A survey that compares the villa with its approved drawings and site plan settles those questions at the start.

SEWA and Civil Defence

The Sharjah Electricity, Water and Gas Authority approves any change to electricity, water or gas services, from a new distribution board and added load to a pool, an outdoor kitchen with a gas line or an extra meter. Fit-outs that add significant electrical load, such as a new kitchen, a lift, a home cinema or EV charging, plan the SEWA application alongside the design.

Civil Defence becomes involved for fire and gas items, and apartment and building maintenance applications carry a Civil Defence no-objection certificate. Any change to sprinklers, fire alarms or gas installations in a tower goes through specialists approved for that work.

Apartment Fit-Outs in Sharjah's Towers

Apartment fit-outs follow the building management's process alongside the municipality's maintenance permit. Building managers set working hours, protect lifts and corridors, book delivery slots and hold a deposit against damage, and they require approved contractors for fire systems. Materials and joinery need sizing for the service lift, and an acoustic underlay beneath new hard flooring protects the apartment below.

The Fit-Out on Site, Stage by Stage

Once approvals arrive, a Sharjah fit-out follows a fixed sequence. First-fix services come first: electrical conduits and circuits, plumbing supply and drainage with pressure tests, and air conditioning ducts and units. Gypsum ceilings and partitions follow, with moisture-resistant boards in wet areas and blocking for heavy fixtures, then waterproofing with a 24 to 48-hour flood test in every wet room before screeds go down.

Stone, porcelain and marble floors and walls come next, then bathrooms and kitchens, bespoke joinery once the wet trades finish and the air conditioning runs, painting, and finally second-fix electrics, lighting scenes and styling. Sharjah villas often feature decorative gypsum ceilings, carved cornices and arched niches, which call for skilled gypsum teams working from detailed shop drawings.

Realistic Timelines for a Sharjah Fit-Out

Timelines depend on the starting point and the scope, and typical ranges run as follows:

•   Maintenance permit: around four working days, or about two for the immediate route on buildings up to fifteen years old.

•   Community approval for external works: two to six weeks, depending on the developer and the scope.

•   Building permit for extensions and structural works: a few weeks once drawings are complete, longer if earlier additions need regularising.

•   Interior fit-out of an apartment: six weeks to three months on site.

•   Interior fit-out of a four to six-bedroom villa: three to six months on site.

•   Extensions, majlis annexes and pools: two to five months, often alongside the interior.

Ordering stone, joinery and imported fittings while approvals run keeps the site moving once permits arrive.

Snagging and Handover

The final weeks test every system and surface. Each circuit, socket, drain, shower, air conditioning zone and lighting scene goes through a functional test, the design team walks each room against the drawings, and the contractor closes every item before handover. The owner receives updated drawings, warranties, maintenance guidance and the authority close-out documents. Our list of defects worth catching at handover covers the items designers check first.

Choosing a Fit-Out Company in Sharjah

Look for a company with a valid Sharjah licence, a registered engineering consultant for permit drawings, experience with Arada and other community approvals and a track record of completed villas in the emirate. A design-and-build fit-out company holding design, approvals, joinery and site work under one contract keeps the drawings, the budget and the programme aligned.
